（吉隆坡）馬電訊（TM，4863，主板貿服組）股息政策朝令夕改，引起市場對股息展望投不信任票，分析員對馬電訊中長期持續派最低股息存疑，主要是高速寬頻和網絡電視計劃的高風險，將擴大成本重擔和提高資本開銷，恐壓縮馬電訊的現金流量。
此外，馬電訊國際（TMI，6888，主板貿服組）能否如期償還40億令吉內部貸款，也受到分析員質疑，馬電訊預定明年4月回收上述款項。
興業研究表示:“短期內，馬電訊可以維持最低派息率，但中長期而言，公司必須改善現金流。”
興業預料馬電訊今年的盈利約為5億令吉，2011年可提高至6億6500萬令吉，但還是低於7億令吉的最低派息率。
益資利認為，馬電訊的最低股息政策最多持續至2014年。
“目前唯一可抒緩馬電訊現金流壓力，只有馬電訊國際償還的40億令吉內部貸款，若動用該批款項支付最低股息，預料只維持6年至2014年。”
另一個更關注的問題，馬電訊2012財政年起將獨自融資高速寬頻計劃的營運資金，在缺乏營業額下，馬電訊從2012至2018年內，如何融資每年9億2800萬令吉的營運資金。
益資利以馬電訊2008財政年營運現金流為20億令吉估算，2009至2011年期間的資本開支，每年將為15億令吉，加上
融資成本3億5000萬令吉和稅務2億令吉，2008年的營運現金流難以應付。
儘管管理層澄清股息政策，達證券維持馬電訊的股息預測，即每股股息從20仙下調至13仙。
聯昌研究在保留盈利預測基礎上，上調2009至2010年每股股息至27和30仙之間，約等於10%的持續性週息率。
聯昌研究認為，馬電訊國際若如期償還40億令吉部貸款，或加強馬電訊派發每股29仙特別股息的機率，並限制股價下滑風險。
財測仍下修
分析員指出，高速寬頻和網絡電視計劃的高成本風險，將加重馬電訊的成本壓力，而推出初期預料面對ASTRO公司（ASTRO，5076，主板貿服組）的競爭，反應或不理想，將限制股價展望空間。
益資利估計這兩項業務每年成長率為0.5%，下調2009至2010年的盈利預測，介於29至33%，2009至2013年的平均盈利成長率將下跌0.6%。
亞歐美研究估計，2009和往後財政年的營運盈利賺幅將受壓縮，根據較低的盈利比較基礎，降低2009至2010年營運盈利賺幅至39%，也下調2008至2010年淨利預測10.7至13.1%。
該行認為，上述預測是否出現轉機，胥視網絡電視計劃推出後的反應。
馬電訊國際還債能力受考驗
益資利也質疑馬電訊國際的償債能力，公司2008年資本開支可能高達40億令吉，而截至2008年第2季止的營運現金流和現金盈餘，分別只有25億和26億令吉。
馬電訊國際也需要融資，償還63億令吉的短期貸款，儘管可配售10%新股套線，但估計只籌得15億7000萬令吉，湊合現金盈餘僅剛好償還馬電訊的貸款。
聯昌估計，馬電訊國際或不會一次過償還40億令吉貸款，而是2009和2010年期間每年償還5億令吉。
聯昌認為，此40億令吉貸款利率每年6.2%，馬電訊國際或儘快償還，以尋求每年5%的替代融資。
