基本上槟城人并不喜欢这个计划但前州政府受压下一意孤行。

PGCC计划书不完整 发展商仍未重新提呈

(槟城12日讯)由于槟城环球城市中心(PGCC)计划书的申请内容不够完整,槟岛市政局为此已多次要求发展商重新提呈有关计划书,惟至今仍无下文,以致整个计划仍无进展。

槟岛市政局主席拿督再纳拉欣今日接受《光华日报》记者访问时披露,该计划书内如涉及土地方面的申请,由于内容不够详细,而间接影响计划进展。

林冠英:不曾被批准(不曾被批准竟然可以大事在多个场合宣传!!!)

林冠英认为,槟城环球城市中心计划(PGCC)尚未获得任何一个政府部门的批准,所以不应被视为一个课题来反对或检讨!

他表示,虽然PGCC计划的发展商曾经提呈有关申请予地方政府,但是根据槟岛市政局和威省市政局的报告,并没有一个政府部门批准这项计划;在有关计划尚未获得批准之前,没有人可以反对,甚至检讨有关计划。

当被媒体询问有关发展商可否重新提呈有关申请时,他表示,“我不会给予任何的建议,不过,有关发展商可以通过正确的管道提出申请,再由新政府做出最后的决定。

林冠英强调,他会亲身督促有关计划,所有的申请,都必须传递一份副本给他。

另一方面,林冠英对PGCC发展商送花举动感到惊讶。他说,在之前,行动党曾多次要求与他们对话都被拒绝。(太现实了吧?)

PGCC运动组织:保留土地充公共用途 将提呈替代方案(玩完)


(槟城12日讯)槟城环球城市中心(PGCC)运动组织发言人亚末仄指出,该组织将在不久后完成草拟一项PGCC的替代计划,并将建议书提呈新政权。

他说,尽管在槟城结构大蓝图中已将跑马园路段从开放空间改为综合发展地段,唯该组织将要求新政府在结构大蓝图上将涉及地段改回原本的用途。

他认为,新政府大可征用有关地段,并将部份地段改为商业用途,以资助整个公共计划用途,新的替代方案肯定将以利惠人民。

计划更动 发展商损失
针对一旦计划作出更动,将对发展商带来损失,他认为,有关地段在转换成综合商业发展后,为发展商带来巨大利益,而在商言商,发展商也必需承担计划一旦出现波动带来的风险,更何况有关计划受到极大争议。

跑马场应改为休闲空间
(槟城12日讯)槟城环球城市发展计划运动组织(The PGCC Campain)发表文告指出,除非涉及迫切的公众利益,否则跑马场应改为原本的“开放休闲空间”用途。
该组织于今日发表文告指出,数年前公众受邀在草拟中的结构大蓝图提供意见时,一些组织及个人反对将跑马场从开放休闲空地改为综合发展计划。可是在明显违背公众利益下,蓝图却将地段改为综合发展计划。

该组织指出,针对PGCC计划,他们要求新政府进行一项全面调查,首先确认该地段如何从一个开放休闲地改为综合发展。

槟首长林冠英证实槟城环球城市中心(PGCC)计划不曾被批准一事,经引起非政府组织的正面回响,反对该计划的活跃分子今日受访时纷纷表示欢迎,并促请州政府实施更严厉的指南,以确保相关发展公司日后在重新提呈计划书时,乃依照合法程序行事。

另一方面,也是该反对组织之其中一团体,即国民醒觉运动的执委阿尼尔那都受本报记者访问时表示欢迎及支持槟首长的是项宣布。

他希望新州政府能够加以管制及监督,以维护及捍卫槟岛少有的休闲地段。

他说,PGCC计划在这之前已引发许多争议性的问题,尤其是将其位于槟跑马场原有的休闲地段(绿肺空间)转换为综合性发展计划的用途,乃最备受关注的事项。

BATU KAWAN 的土地不知怎样发展,获利少,如第二大桥被拖延,屋子如何卖出。


看来跌回 40 CENTS不是太远的事。

Snapshot of projects

Penang Global City Centre (PGCC)

THE brainchild of Equine Capital Bhd, the RM25bil project has come under scrutiny by various groups. The project has yet to be approved by the State Government.

The PGCC masterplan, covering 104ha at the Penang Turf Club, was unveiled by Prime Minister Datuk Seri Abdullah Ahmad Badawi last year.  

Newly sworn in Penang chief minister Lim Guan Eng said yesterday the proposed project would undergo the normal procedures for approval.

Developer seeks meeting with state govt

THE developer of the RM25bil Penang Global City Centre wants to meet the soon-to-be-formed state government to seek its views on the project.

Abad Naluri Sdn Bhd director and Equine Capital Bhd executive chairman Datuk Patrick Lim said: “No two governments are the same even if they are from the same party.  

“So, we will approach the new one to find out their views, directives and policies on the project.”

Lim said they were prepared to go back to the drawing board to suit the directives of the new administration, adding that he would fully comply with their policies.

He was responding to a statement by PKR Kebun Bunga assemblyman Jason Ong Khan Lee that the project might not take off following the opposition's victory.

“We will keep our promises,” he had said on Sunday.

Lim had earlier submitted the project’s plan to the previous state government but it was sent back to him for amendments.

In January, Tan Sri Dr Koh Tsu Koon, who was then the chief minister, ordered the developer to reduce the project’s density and fulfil the required 30% affordable housing quota.

Dr Koh said the developer was told not to include the nearby hill when taking into account the project’s density.

The PGCC, a project under the Northern Corridor Economic Region (NCER), will be developed on a 105.2ha site where the Penang Turf Club is located.  

The company had proposed to build 30 residential blocks, two iconic towers, five office buildings and 100 bungalows.

Koh: PM has no personal interest in PGCC project

PENANG: Showing support and providing input to Penang Global City Centre (PGCC) does not mean Prime Minister Datuk Seri Abdullah Ahmad Badawi has personal interest in this project.

Penang Chief Minister Tan Sri Dr Koh Tsu Koon said even he himself had given input and expressed his views towards the project.

“It was not just our Prime Minister who contributed his ideas towards this project. It was a concerted effort as there were several discussions held between the Prime Minister, the developer and I.

“For example, the Prime Minister had proposed for the project to be named Penang City. But I suggested it should be called PGCC as it is more appropriate, just like KLCC (Kuala Lumpur City Centre),” he said at the state assembly sitting yesterday.

He was responding to Phee Boon Poh (DAP-Sungai Puyu), who accused the Prime Minister of showing personal interest in the project based on a promotional brochure printed by the developer.

“It was unfair for Sungai Puyu to throw such an accusation at our Prime Minister,” said Dr Koh.  

Phee also said that by having the Prime Minister mentioned in the brochure, it could indirectly mount pressure on the authorities to set a fast-track approval for the project.

To this, Koh said the claim was baseless, as it took the authorities 18 months just to agree in principle on the concept of development,

Over the next 20 years, Abad Naluri, a subsidiary of Equine Capital Bhd, plans to develop the RM25bil PGCC project on the site where the Penang Turf Club stands.

Lively debate at forum on PGCC

PENANG: Non-governmental organisations, interested parties and Penang Global City Centre (PGCC) developers spiced up Friday’s state Local Government Consultative Forum with a lively debate.

Equine Capital Bhd executive chairman Datuk Patrick Lim and his consultants presented the PGCC as a project that would draw investors to the city in the k-economy era.

PGCC’s master planner Nasrine Seraji from Paris explained that the proposed zero-carbon emission was an aspiration that PGCC was moving towards.

“A development plan can be green if we put in the money, policies and efforts to achieve it,” she said.

Among those had queries in the project was Penang Heritage Trust (PHT) council member Loh-Lim Lin Lee who asked on the minimal five local schools, playing fields and low-medium cost flats required for a development of PGCC’s size.

PGCC will benefit Penangites

PENANG: The RM25bil Penang Global City Centre project is a holistic initiative for sustainable growth that will benefit all Penangites.  

The project is not just to spur economic growth, explained Equine Capital Bhd executive chairman Datuk Patrick Lim.

“The role of the developer goes beyond just the construction aspect. We are looking into future growth in all aspects.

“That is why we have engaged the best technical people, local and foreign, to find scientific and methodological solutions.

“We are not only looking at the issues brought up by NGOs, but we are going deeper into many other aspects,” he told The Star on the sidelines of the “NCER: Unleashing Penang's Potentials” at a hotel here yesterday.

Some 300 participants representing various NGOs and interest groups took part.

“We are looking at the broader view, with input from many experts participating in the seminar,” he added.

Among the topics discussed were the economy, research, traffic, public transportation and sustaining mobility. Lim said the seminar was not organised to gain popularity.

“We are here for an open discussion and accountability. There will be more such seminars and public forums in the future,” he said.

The ecological impact of the project would be discussed in subsequent seminars, he added.

“We are committed to Penang. We are prepared to share with everyone. This is our corporate social responsibility,” he said.

The PGCC project that would take up 105.2ha of the current Penang Turf Club, will include the construction of international hotels and a mini-philharmonic centre.

It is expected to create about 30,000 jobs, of which 5,000 would be generated during the construction phase. The entire project is expected to take 18 years.

The project is undertaken by Abad Naluri Sdn Bhd, an associate company of Equine Capital Bhd.

原来如此。林区有讲过,他除了善于挖掘成长股,也很喜欢投资逆转股,就是有麻烦的公司。不过,有几个重点,管理层的能力和公司的债务情况时很重要的。
好像金鹏这样的公司,也许可以就会,不过债务必须先有改善,才可以研究是否值得投资。
Equine 的问题出在管理层。让我觉得他们没有加踏实地。靠做政治交易获得盈利的股票,是不值得投资的。希望你会以我投资Keladi为鉴。

22-08-2005: Equine's “drive-through” mall in Sept

Equine Capital Bhd will officially launch its 20-acre drive-through mall in Seri Kembangan, Selangor next month and its executive chairman Datuk Patrick Lim Soo Kit said the mall would be a “new retail concept”.

He said mall was the third phase of its Equine Park project, which had an estimated gross development value (GDV) of over RM120 million.

“Sales have already begun,” he told reporters after the AGM in Seri Kembangan on Aug 22. However, he declined to provide more details, saying that, “when the mall is launched, we will let you know (about the new retail concept).

The 40-acre Equine Park comprises -- Equine Square I, Equine Square II, a business park and the drive-through mall. Equine I has has a GDV of RM28.6 million comprising 75 units of shop offices. Equine II, with a GDV of RM48.70 million, comprises 117 units of shop.

Lim said the launch of the mall and three more property projects, Equine Capital’s total GDV would be over RM100 million. The three are the Sovereign project (RM53 million GDV), medium-cost high-rise apartments (RM25 million GDV), and Taman Mega Jaya, Cheras (RM30 million).

For financial year ended March 31, 2005, Equine capital had a GDV of RM396.50 million, sales of RM330.90 million and unbilled sales of RM153.7 million.

“That means we have a take-up rate of over 83%. Significantly there’s no overhang or retain stock. Almost every financial year everything is cleared," said Lim.

On its outlook, he said the company is poised for further growth and would “actively” seek land banks of “new areas” beyond Selangor, particularly in the West Coasts.

“We are concentrating to accelerate the growth, income and development of existing land banks. Next financial year, we will launch new products,” he said.

With a current land bank of 789 acres in Selangor, of which 314 acres are already completed and 140 acres are being developed, Lim said Equine Capital would consider joint ventures with individual land-owners who are “not developers” to expand its businesses.

He however said Equine had no plans for overseas ventures as it was confident about its earnings stream from the local projects. He also said Equine would maintain its gearing ratio between 0.3 and 0.5 times.

KEPALA BATAS: The RM25 billion Penang Global City Centre (PGCC) project may be delayed after Chief Minister Tan Sri Dr Koh Tsu Koon ordered a revision of its plan following concerns raised by the public.

Koh said he had directed the Penang Island Municipal Council (MPPP) to revert the planning application to the developer, Abad Naluri Sdn Bhd, for a revision of the plan before approval for the project would be granted.

PGCC, which covers a 104ha Penang Turf Club site and is among the high-impact projects under the Northern Corridor Economic Region (NCER), was launched by Prime Minister Datuk Seri Abdullah Ahmad Badawi last September.

It has been vehemently objected to by numerous parties, including non-govermental organisations which started a postcard campaign against it.

Koh said he had received more than 2,000 postcards and over 500 emails voicing concerns about the project.

Among the issues to be addressed, Koh said, was the proposed density should not take into account the 22ha of hill land. Existing council guideline for the Jesselton and its surrounding area is six units per acre with a height control of two storeys. PGCC’s proposal is 36 units per acre inclusive of hill land and 54 units per acre excluding hill land.

Also, the area nearest to Jesselton Heights must only be low-density development, with only bungalows constructed. The developer had proposed to build almost 7,000 luxury units in 38 towers, including two iconic towers, without any provision for bungalows.

Further, the developer must fulfil the affordable housing policy which has not been included in the original development plan. The developer had planned to improve the six existing blocks of flats in Rifle Range and build 1,334 low-medium cost units on 4.5ha of council-owned land there.

Meanwhile, Abad Naluri, in which Equine Capital Bhd holds a 25% stake, said it would instruct the project consultants to review the development plans to ensure that the recommendations of the council are complied with.

Equine Capital executive chairman Datuk Patrick Lim said all government processes and directives would be adhered to.

“It is our intention that the project not only complies fully with all statutory requirements but that it is also beneficial to all stakeholders,” Lim said.
