Telekom Malaysia Bhd (4863)moved to calm investors yesterday, as it stood firm on its dividendpolicy and said it has enough cash to reward shareholders next year andbeyond, even if there's a hiccup in its growth.Investors have dumped TM shares over the past two days, on worriesthat it may backtrack on its policy of paying RM700 million or 90 percent of earnings, whichever is higher, from 2009 onwards.

TM shares, which fell 15 per cent or 51 sen on Wednesday, lost anothernine per cent or 25 sen to RM2.54 during yesterday's morning trade.

They regained strength in the second half after news of TM's statementfiltered through to investors. It closed 2 sen lower at RM2.77.

Investors were also concerned that sister company TM International Bhd(TMI) will not be able to pay the RM4 billion it owes TM by April nextyear.
  The concerns have also prompted several research houses to downgrade TM stock, with a target price of as low as RM2.30.

"TM has sufficient consolidated cash and bank balances of RM1.14billion as at September 30, and it is confident that TMI will be ableto meet its obligation of RM4.03 billion by April 2009.

"In theevent of a downturn in performance due to unforeseen circumstances,TM's recurring cash generation ability is sufficient to meet thecurrent dividend policy.

"Given the unprecedented volatility inglobal markets, the company will continue to examine the likely impacton its business, cashflow generation, capital structure and methods inwhich excess cash beyond the dividend policy and prudent level of cashrequired for operations can be efficiently distributed to ourshareholders," said the company in a statement.

  However, analysts are unlikely to change their calls immediately following the TM statement.

  "We need to be sure their earnings can sustain the proposed policy," said an analyst from a local bank-backed research house.

Overall, the majority of analysts are still optimistic on TM. Bloombergdata revealed that more than 73 per cent of analysts are recommendinginvestors to either buy TM shares or to hold it, while the rest haveadvised investors to sell.

TELEKOM Malaysia Bhd (4863),the nation’s biggest fixed-line phone operator, will stick to itsdividend policy, the company’s controlling shareholder said, afterconcerns that returns will fall led to a share slump this week.

“As major shareholder, there’s absolutely no issue about not paying outaccording to their dividend policy,” Tan Sri Azman Mokhtar, managingdirector of Khazanah Nasional Bhd, the state- owned controllinginvestor in Telekom Malaysia, said in an interview today.

“Along the way, the communication got garbled up.”

Telekom plans to continue giving shareholders RM700 million
(US$194million), or 90 per cent of net income annually, whichever is higher,the company said yesterday after the stock dropped the most since 1998.- Bloomberg

MALAYSIA'S state investment agency will help finance TM International Bhd (6888) as the Asian mobile-phone operator prepares to repay a RM4.03 billion (US$1.12 billion) debt to Telekom Malaysia Bhd.

“We will be part of the long-term funding solution” for TMInternational, Tan Sri Azman Mokhtar, managing director of state-ownedKhazanah Nasional Bhd, said in a phone interview today.

“Thereis absolutely no issue” about whether TM International is able to repaythe loan to Telekom by April, he said. Khazanah is the controllingshareholder of TM International and Telekom.

Khazanah, based inKuala Lumpur, is stepping in as credit markets seize up in the globalfinancial crisis. Telekom Malaysia, the nation’s biggest fixed-linephone operator, is relying on the loan repayment to help fund itsdividend program.
“TMI, they will pay to TM, and Khazanah, in turn,will actually be part of the funding solution for TMI,” Azman said. TMInternational is known as TMI.

It’s not yet clear how the funding will be structured, he said.

Khazanah will “back” TM International, which is also refinancing abridging loan on a US$2 billion acquisition in India, Azman said. Thatwill help the company repay the loan to Telekom, he said, withoutproviding details.

“The more permanent funding solution will come through the combination of other instruments,” Azman said.

“Astrong shareholder like Khazanah will back TMI, which then, in turn,further strengthens the position of TMI’s capital structure. There isno issue about them paying up the inter-company loan.”

Telekom Malaysia said yesterday it was “confident” that TM International will repay the loan on time.

TM International was spun off from Telekom Malaysia in April this year.The mobile-phone company said last month it has enough time to “explorenumerous financing alternatives” because its loan for the Indiapurchase doesn’t mature until August 2009. - Bloomberg
