八方旺7.5億發電計劃 獲斯國政府放行

（吉隆坡12日訊）八方旺組合（OCTAGON，7109，主要板工業）發展成本達2億4900萬美元（約7億4500萬令吉）的斯里蘭卡廢棄物發電廠計劃，已獲當地政府頒發意向書。

該公司向馬證交所報備，錫蘭電力局（CEB）在本月6日，向子公司Orizon再生能源（ORE）發佈意向書，以購買位于哥倫布廢棄物發電廠製造的電源。

該公司指出，意向書有效期達6個月，子公司必須獲得中央環境局的環境批准、斯里蘭卡能源局發出的再生能源准證，及斯里蘭卡公用設施委員會的製電執照。


“廢棄物發電廠的建造成本總額達2億4900萬令吉，獲頒意向書后，子公司將在末季執行標準購電合約和官民合營合約。”

八方旺組合說，廢棄物發電廠料可在明年次季起動工，2014年次季竣工。[ChinaPress]

（吉隆坡3日訊）八方旺組合（OCTAGON，7109，主要板工業）把總值2200萬美元（約7018萬令吉）的先進熱氣化反應爐製造合約，頒發給KNM程序系統公司。

該公司向馬證交所報備，KNM程序系統公司將負責製造、建築﹕1組裝、安裝和設置先進熱氣化反應爐，合約價值為2200萬美元，製造期限則是22個月。

該公司另說，已圈定KNM程序系統公司作為斯里蘭卡廢棄物發電廠計劃，其中一個工程、採購、建築以及委外承包商。[ChinaPress]

（哥倫布6日訊）八方旺組合（OCTAGON，7109，主要板工業）發展成本達2億4800萬美元（約7億9100萬令吉）的斯里蘭卡廢棄物發電廠計劃，今日舉行動土儀式。

該公司發表文告指出，八方旺組合獨資子公司綠色能源與科技與Tadhamon資本成立聯營公司Orizon綜合集團（OCL）。

OCL獨資子公司Orizon再生能源（ORE）已獲政府批准，在哥倫布拉特馬拉納的卡拉迪亞那（Karadiyana）興建和營運廢棄物發電廠。

八方旺組合執行董事希蒂法蒂瑪說，該廢棄物發電廠將在明年第二季動工，2014年第二季建成。

該公司早在2009年便已獲得斯里蘭卡投資局（BOI）的合約，但因為是填海地段，不適合建造廢棄物發電廠，所以當地政府去年12月29日另頒發新地段，以致須重新展開需時6個月的環境影響評估（EIA），因而拖延計劃進度。[ChinaPress]

1.  Introduction

The Board of Directors of Octagon Consolidated Berhad (“Octagon”) wishes to announce that its subsidiary, Orizon Renewable Energy (Private) Limited (“ORE”) has on 11 October 2011 awarded a conditional Engineering, Procurement, Construction and Commissioning (“Conditional EPCC Award”) of it Waste to Energy plant at Karadiyana, Thumbowila, Kesbewa, Colombo, Sri Lanka (“the Project”) to KNM Process Systems Sdn Bhd (“KNMPS”).


2.  Information on ORE and KNMPS

ORE was incorporated as a private limited company under the laws of Sri Lanka on 18 September 2009. Its registered address is at 101, Inner Flower Road, Colombo 03, Sri Lanka. ORE is principally involved in the business of collection and disposal of mixed municipal solid waste, to develop the Project which is involved in the generation of electrical energy from the mixed municipal solid waste and operate and maintain the said plant for the duration of the concession period.

KNMPS was incorporated as a private limited company under the laws of Malaysia on 28 June 1990. Its registered address is at 15 Jalan Dagang SB 4/1, Taman Sungai Besi Indah, 43300 Seri Kembangan, Selangor Darul Ehsan. KNMPS is principally involved in the design, engineering, procurement and manufacturing of process equipment, including without limitation pressure vessels, reactors, columns and towers, drums, heat exchangers, air finned coolers, process gas waste heat boilers and specialised shell and tube heat exchangers, condensers, spheres, process tanks, mounded bullets, process skid packages and turnkey storage facilities as well as technical and project management services in relation to process equipment, plant facilities and general facilities for the oil, gas, petrochemicals, minerals processing and renewable energy industries worldwide.


3.  Conditional EPCC Award is subject to inter alia, the following conditions

i. Signing of definitive agreement (“EPCC Contract”), based on terms and conditions acceptable to the parties including the financiers of the project by December 2011.
ii. Effective date of the EPCC Contract to be 60 days after the Financial Close, wherein all the financing/facility agreements are entered into with the Financiers of the Project and funds are ready to be drawdown.

4.  Directors' and major shareholders' interest

None of the directors or major shareholders of Octagon, or any persons connected to them, has any direct or indirect interest in the above Contract.


5.  Directors' opinion

The Directors of Octagon are of the opinion that the award of the EPCC contract, which is in the ordinary course of ORE’s business, is in the best interest of Octagon and the Octagon group in the long term especially with the implementation of its Waste to Energy Plant in Colombo.

The above award to the Contractor is not subject to approval of the shareholders of Octagon or any other relevant authorities.

八方旺獲斯里蘭卡廢料發電計劃

（吉隆坡2日訊）八方旺組合（OCTAGON，7109，主板工業產品組）間接子公司ORIZON再生能源（ORE），與斯里蘭卡西部省份廢料管理局（WMA）達致一項公共私人合夥關係協議，以便後者以租賃方式提供ORE在斯里蘭卡大約18英畝的地段，並每天供應1千公噸的城市垃圾予ORE，作為發電廠用途。

該公司發文告表示，上述發電廠通過銷毀垃圾可發電達45兆瓦的電力，以供應斯里蘭卡全國各地。ORE根據公共私人合夥關係協議的細節條件，將配售其5%的股份予西部省份廢料管理局。

根據公共私人合夥關係協議，西部省份廢料管理局將推薦一名董事進入ORE董事部及另一名為觀察員。ORE在租賃合同簽署的21天內將遞呈無附帶條件的100萬美元銀行擔保予WMA。（星洲日報／財經）

八方旺组合亏损收窄

（吉隆坡30日讯）八方旺组合（Octagon，7109，主板工业产品股）截至今年10月31日止第四季，净亏460万8000令吉，上财年同期则净亏1706万9000令吉。

除了净亏损收窄，现财年第四季营业额也上扬27.66%至1224万4000令吉，上财年同期则报959万1000令吉。

公司指出，现财年第四季业绩表现转佳，归功涂料业务的营业额上扬。

截至今年10月杪财年，公司共净亏1676万1000令吉，上财年则净亏2812万3000令吉；现财年营业额则累积至3949万3000令吉，比上财年的4028万令吉微跌1.95%。

现财年第四季的每股亏损为2.76仙，全年的每股亏损则是10.05仙。

展望未来，八方旺组合董事部将继续密切监管旗下业务发展，并将采取各种措施，以确保公司能够获得盈利。[NanYang]

（吉隆坡4日讯）八方旺组合（Octagon，7109，主板工业产品股）独资子公司——Advanced Pyrotech私人有限公司拖欠科威特金融所（KFH）的租赁和盈利费用，合计119万5000令吉。

根据文告，Advanced Pyrotech向科威特金融所贷款高达790万令吉，随着拖欠上述费用，后者的律师已经在志期今年2月2日的信函，拒绝Advanced Pyrotech所建议的分期付款建议。

Advanced Pyrotech的业务是将废旧轮胎转换至商用产品，如燃油、炭、钢丝以及非凝气[Nanyang]
