大马机场控股：我们没有强迫亚航搬迁

（吉隆坡24日讯）大马机场控股（Malaysia Airports Holdings Bhd）和亚洲航空（AirAsia Group Bhd）再次陷入争执，这次是关于3年前迁移该廉航公司在亚庇的营运。

大马机场控股昨日发布文告，否认迫使亚航从亚庇国际机场（KKIA）第二航站楼（T2）迁至T1。

管理我国39个机场的机场营运商表示：“在任何时候，大马机场控股都没有迫使亚航搬到T1。”

“从一开始，T2就是廉航的临时终站，直到T1更大和更好的设施完工。”

该集团补充：“在2010年竣工时，所有其他廉航公司已搬迁至T1，除了亚航在2015年12月才搬，受其运能和增长所推动。”

上周四，亚航集团总执行长丹斯里东尼费南德斯与沙巴首席部长拿督斯里沙菲益阿达会晤后表示，该廉航3年前被迫搬出T2，从来都不赞成搬去T1。

东尼被引述说，该航空公司已与相关机构及沙巴州政府重新谈判，以重启T2为专用廉航终站。

他补充，亚航自2015年12月1日迁至T1以来，一直处于“持平增长”状态，未能刺激沙巴的旅游业。

大马机场控股辩护说，与东尼的说法相反，亚航的乘客流量增长于2014年和2015年在T2徘徊在2至3%，而2016年增长5%、2017年11%，以及今年首半年15%。

“这一趋势并非亚航独有，因其他拥有国际航线的航空公司也在2016年录得令人鼓舞的39%年增长，2017年更达43%。”

该集团继说，将所有机场和航班营运整合至T1的同一屋檐下，促使沙巴国际游客在去年按年增加了9.4%至120万人次。

“2017年（沙巴）游客总数也从2016年的340万，增7.5%至370万。”

大马机场控股指出，T1还吸引了6家新国际航空公司，带来韩国、中国、台湾和日本的游客。目前共有25家航空公司在KKIA营运。

该集团进一步表示，已拨款1700万令吉协助沙巴和航空公司开展各种目的地的营销活动，推广武汉、广州、杭州、深圳、台北和新加坡等新航线。

亚航的成功可能令大马机场控股不仅失去沙巴

（吉隆坡24日讯）联昌国际投资银行研究指出，亚洲航空（AirAsia Group Bhd）建议重开亚庇国际机场（KKIA）第二航站楼（T2）为专用廉航终站，可能为大马机场控股（Malaysia Airports Holdings Bhd）带来不仅是失去其中一个获利机场的麻烦。

联昌国际研究分析员Raymond Yap在报告指出，如果大马机场控股失去T2的营运权，而亚航成功吸引更多游客，其他州政府也可能会试图效法，导致大马机场控股在其他城市也失去亚航的生意。

亚航分别占亚庇国际乘客流量和国内客流量的30%和48%，而该机场是以客流量计的我国第二大机场，2017年共有400万出境旅客。

Yap表示：“如果交通部同意大马机场控股应将T2的营运权交给独立营运商，该集团将失去亚庇宝贵、不断增长和财务稳健的客户。更大比例的收入将来自疲弱的航空公司，如马航（Malaysia Airlines）和马印航空（Malindo）。”

缓解这一局面是大马机场控股于2009年与政府签署的营运协议（OA），赋予它经营除了士乃国际机场，我国所有机场的权利至到2069年。

Yap补充：“开展T2侵犯大马机场控股在营运协议下的权利，这使得该集团有权获得政府的一些补偿。”

他指出，大马机场控股也可能与沙巴州政府一起获得T2的少数股权，从而使其能够保持对亚航在亚庇业务的敞口。

“大马机场控股还将继续获得亚航在T2的着陆费，因亚庇国际机场的单一跑道仍将由大马机场控股管理。”

另一方面，如果T2交由独立营运商，亚航可争取国内和国际乘客服务费（PSC，或称机场税）减半，从而提高其竞争力。

“我们认为，来自沙巴州的支持，将提高交通部批准的机会。”

Yap表示，亚航在T2营运时的国内机场税为6令吉，相比T1的9令吉，而国际机场税是32令吉，相比65令吉。

然而，迁至T1迫使亚航向乘客收取更高的机场税。机场税在2017年1月1日进一步上调。

大马机场控股昨日发布文告，否认强迫亚航搬迁至T2，并称“从一开始，T2就是廉航的临时终站，直到T1更大和更好的设施完工。”

Yap说：“亚航押注到沙巴的游客人数提高，将足以激发政治意愿，使其T2计划能够实现，即便是以牺牲大马机场控股为代价。”
