We refer to the announcement dated 3 February 2017 in relation to the Extension of the Operating Agreements (OA) between the Government of Malaysia and Malaysia Airports Holdings Berhad (MAHB). Further to the announcement above, MAHB wishes to announce that via a letter dated 10 April 2019 from Ministry of Transport, the Government of Malaysia has approved and granted MAHB the following: Extension of the OA for an additional thirty-five (35) years from the existing twenty-five (25) years up to 11 February 2069 giving the rights to MAHB to continue operating, managing and maintaining the existing 39 airports and short take-off landing airports (STOLport) in Malaysia for a total of 60 years from 12 February 2009. The current OA and Lease Agreements will be superseded and replaced with four (4) new OA which are the OA For KLIA, OA For Designated Airports in Peninsular Malaysia, OA For Sabah Airports and OA For Sarawak Airports (collectively known as “New OAs”) and new Lease Agreements, respectively. Malaysia Airports Holdings Berhad (“the Company”) had noted from various articles published on 14 May 2019 and 15 May 2019 that Malaysia Airports (Sepang) Sdn Bhd (“MA Sepang”), a wholly owned subsidiary of the Company, may have been named as a respondent in a judicial review application (“the Judicial Review Application”) filed by AirAsia Berhad and AirAsia X Berhad (“the Applicants”) against the Malaysian Aviation Commission (“the Commission”) at the Kuala Lumpur High Court on 14 May 2019. The Judicial Review Application is purportedly for inter alia an Order of Mandamus to compel the Commission to commence mediation to resolve the disputes between the Applicants and MA Sepang. （吉隆坡14日讯） 虽然大马机场（AIRPORT，5014，主板交通物流股）刚公布的7月乘客数据令人鼓舞， 但分析员认为政府10月所公布的机场税将对该公司造成一定的冲击，因此建议投资者暂时闪避这只股票。

大马机场周二（1 3日）宣布，包括伊斯坦布尔萨比哈格克琴机场（ISGA）在内的旗下所有机场，7月客流量按年增长5.3%，至1250万人次，是历年来最高月度客运量。当中，国际与国内航班客流量各成长5.3%，至600万人次及650万人次。

国内机场方面，客流量按年增7.2%，至920万人次，是今年为止最高纪录，也是连续第2个月超过900万人次。

引进新航空公司

MIDF研究分析员看好大马机场的前景，首7个月的国际和国内客流量的所占比重为51：49，是良好的迹象。

“这是因为，国际乘客的乘客服务费（机场税，PSC）将高于国内乘客。”

该分析员补充，大马机场计划今年引进10家新航空公司，其中一家为阿拉伯航空公司，在今年7月增设从吉隆坡飞往沙迦的航班，可让大马机场拥有更多的国际乘客。

同时，分析员认为，这对于可征收更高机场税的大马机场而言是个好消息，即东盟以外和非东盟分别为73令吉及35令吉。

另一边厢，达证券分析员也赞同地表示，由于营收组合变得更加有利，大马机场拥有较强的国际客流量是个好势头。

与此同时，分析员皆认为，即将在今年9月1日起实施的离境税，预计对大马机场的盈利不会造成显著冲击。

另一方面，达证券分析员指出，倘若东盟和非东盟客流量每减少10%，机场税可能令大马机场2019财政年的国内营运和整体营业额分别减少7.7%及2.5%。

“然而，相比离境税，即将在今年10月公布的机场税，当消费者在经济放缓时勒紧荷包，这可能会引起市场强烈抗议。”

有鉴于此，达证券分析员建议投资者在10月机场税详情出炉前保持观望，从而维持该股2019至2021财政年盈利预测，以及其“卖出”投资评级，目标价为8.47令吉。

至于MIDF研究分析员则相信，大马机场能够保持其成长趋势，尤其是客流量方面，以及政府放宽到访大马的中国和印度游客签证也是一项有利因素。从而维持“买进”投资评级，目标价为9.43令吉。

搭客量增‧大马机场次季净利飙86%

（吉隆坡30日讯）整体搭客量增长，带动大马机场（AIRPORT,5014,主板交通物流组 ）截至2019年6月30日第二季净利跃升85.89％，至1亿6007万8000令吉，前期为8611万6000令吉。

全年净利则滑落41.65％，至3亿零965万9000令吉，前期共5亿3071万5000令吉。

第二季营业额增加9.22％，至12亿6120万令吉；全年营业额提高6.03％，至25亿1351万8000令吉。

派息5仙

该公司董事部建议派发每股5仙股息，除权和享有日期分别为9月18和19日。

大马机场在文告中表示，次季营收增长9.2％，归功于整体搭客增长4.9％，而盈利跃升是由于营收和其他收入都增加，成本增幅也放缓至3.3％。

土耳其营运亏损收窄

大马营运的税前盈利成长21.7％，至2亿1800万令吉，土耳其营运的亏损收窄至1650万令吉，前期亏5730万令吉，卡塔尔营运的盈利则从380万令吉降低至10万令吉。

今年上半年盈利下滑是由于前期有脱售印度机场收益，扣除此一次性的收益，今年上半年的盈利实为增长17.2％。

今年上半年大马机场的所有机场网络录得6780万名旅客，共增长4.3％。国际乘客飞航增加4.9％，国内乘客则增加3.8％，飞机起落量则增长2.1％。

首6月大马营运的旅客量成长4.7％，至5110万人，尽管表现令人鼓舞，但航空公司表现、国内竞争和国内外宏观经济展望仍保持挑战和不明朗。大马机场保持正面于可达致2019年的成长目标。预期国内飞航将继续调整和巩固，国际飞航则可能改善。

至于土耳其ISGIA机场的旅客量在上半年增长3.1％，至1670万人，该机场在2019年料可保持成长动力，尤其是国际旅客飞航方面。

（吉隆坡3日讯）希盟政府日前（8月30日）宣布将下调机场税（PSC），一些分析员担心这或预示即将公布的监管资产基础（RAB）框架，将对大马机场（AIRPORT，5014，主板交通物流股）不利，让最新业绩表现出色的大马机场前景徒增不确定性。

艾芬黄氏资本分析员表示，捎来惊喜的土耳其与大马业务营收分别按年增18.5%与6.5%，致使大马机场2019财政年首6个月（截至6月30日止）营业额按年攀高6%，加上扣除利息、税务、折旧与摊销前盈利（EBITDA）赚幅高企44%，带动大马机场上半年核心净利按年上涨27%，至3亿零860万令吉，超越预期。

他补充，该机场在次季将一笔2500万令吉呆账回拨，也是盈利表现出色的原因之一。

基于吉隆坡国际机场（KLIA）与吉隆坡第2国际机场（KLIA 2）系统于8月21日发生故障，联昌国际投行预计，大马机场接下来可能需支付165万令吉罚款以及逾1亿令吉赔偿（2020年至2022年间）。

不过，除了艾芬黄氏资本把大马机场2019至2021年盈利预测上修9%至10%，以及大华继显调高其2019年盈利预测4%以外，其余投行皆维持财测。

政府于上周五（8月30日）宣布下调机场税（PSC）。除了KLIA以外的所有机场，非东盟航班的机场税将在9月1日至12月31日期间，从原先的73令吉降低至50令吉；至于国内与东盟航班的机场税，则保持在11令吉与35令吉不变。

由于这会以用户费用抵消方式（Contra user fees）执行，大马机场管理层与一些投行皆认为这对公司影响有限。

MIDF分析员指出，自2020年1月开始征收的新PSC收费将以各机场的设施级别决定，因此这对机场而言有利，特别是KLIA 2。

他续称，由于大马机场与政府之间仍有营运协议（OA），因此政府会按经调整的PSC与基准80令吉之间的差价补偿大马机场。

他表示，PSC降低也可进一步提振旅游兴致。“就算PSC维持不变，我们估计旅游活动依然旺盛。”

无论如何，达证券分析员担忧，大马航空委员会（MAVCOM）即将于未来数周公布的RAB旗下的新PSC结构可能对大马机场不利。“征收离境税旨在提高政府的收入，因此，通过减少机场税补贴人民，之后再补偿大马机场，这样的作法并不合理。”他认为，机场税降低可能意味著机场与政府之间的营运协议会出现新条款，降低政府未来需支付的补贴，并由大马机场买单。

他建议投资者先等待PSC结构与营运协议出炉，再做评估。

（吉隆坡11日讯）大马机场（AIRPORT,5014,主板交通物流组）今年首8个月国内机场总搭客流量按年增长5.6%至6960万人次，分析员认为，随着大马政府实施有利推动搭客流量措施，预料全年搭客流量，将再次超越1亿人次大关。

MIDF研究指出，大马机场国内机场首8个月搭客流量，占该行全年预测1亿零250万人次的68%，预料在大马政府对中国及印度游客采取较舒适的签证政策，减少实施国际离境税的压力、以及国际航空直飞政策如至浮罗交怡等地点，将有助全年搭客人数超越1亿人次目标。

大马机场2019年8月搭客流量（不包括萨比哈格克琴国际机场）按年增长9.2%至920万人次，创下今年最高，及连续第三个月取得逾900万人次水平。

大马机场旗下土耳其伊斯坦堡的萨比哈格克琴国际机场（ISGA）今年8月的国际搭客流量按年激增17.5%至140万人次，反观其国内搭客流量则按年下跌5.4%至200万人次，这使它今年首8个月整体搭客流量按年增长2.9%至2350万人次。

整体而言，大马机场今年首8个月累积搭客流量（包括萨比哈格克琴国际机场）按年增长4.9%至9310万人次。

该行指出，大马机场今年8月国内搭客流量增长14.8%至470万人次、连续10个月取得增长。

国际搭客流量则按年增长4.0%至460万人次，创下自2018年12月以来最高记录。

该公司于8月因没有达到服务素质水平（QoS）而被大马航空委员会罚款120万令吉，就算加上系统干扰而潜在罚款在内，相信对大马机场影响不显著，料占2019财政年预测盈利的少过1%。

达证券指出，大马机场管理层表示国内表现强劲，主要是来自马印航空（Malindo Air）及亚洲航空，足以抵销吉隆坡国际机场（KLIA）日前发生管理系统技术干扰，引起多项航班延迟及为搭客带来不便的冲击。

该行表示，在最近落实的离境税，以及将非东盟国家的搭客服务税减少的行动，政府的政策频频出现变卦，令即将于下个月公布的新搭客服务税，以及于2019年杪敲定的营运合约延长条款也，也可能面对风险。因此该行认为，在新的搭客服务税真实出炉之前，大马机场的投资者最好暂时退居场外观望。该行对其2019至2021财政年预测净利保持不变。

分析员认为，大马机场下半年是传统佳节旺季，有望进一步推高盈利表现。

但是，该公司流年不利，近期负面利消息频传，掩盖了业绩的利好。

今年8月21日起，吉隆坡国际机场的终站系统故障，前后整个星期，搭客大排长龙，此事件重创了大马机场形象，预料也将带来额外营运成本，包括被政府罚款、可能须赔偿航空公司损失料达1亿令吉。

一波未平一波又起，政府在8月30日突然宣布下调机场税（PSC），吉隆坡第二国际机场（KLIA2）和其他国内机场的非东盟国际航班的乘客服务税将从73令吉下调至50令吉（2018年水平），并从今年10月1日起生效。

然而，这只是一场虚惊，因为大马机场目前可获政府补偿，实际上财务影响有限。该股大跌，可说是无妄之灾。

但是，此事件带来的潜在影响却不容低估，折射出大马航空委员会（MAVCOM）即将公布的监管资产基础（RAB）框架，可能对大马机场不利。

这次机场税下调，最大受惠者是在吉隆坡第二国际机场营运的航空公司，而中程航空业者——亚航X（AAX,5238,主板消费产品服务组）将是最大赢家。

早前大马机场和亚航在机场税课题针锋相对，如今看来大马机场是处于下风。

大马航空委员会也成为了跛脚鸭，该委员会原本建议的机场税，最终被内阁否决。

该委员会即将公布新框架，其中包括从2020年生效的各项飞航收费及营运协议，一些分析员原本认为大马机场将获得更高津贴，如今已不容乐观。

政策仍不明确及欠缺连贯性，政府随时会改变主意，大马机场能否捍卫本身利益，恐怕仍需大伤脑筋。
