（吉隆坡31日讯）尽管2017财政年业绩表现不如预期，但鉴于环城大道（LITRAK，6645，主板基建计划组）短期内无大规模大道发展开销，分析员上调财测。

该股以5令吉90仙报开后跌至5令吉85仙水平窄幅波动，闭市前一小时开始往上试探6令吉水平，并以全日最高6令吉10仙闭市，全天涨3.39%或20仙。

达证券指出，该公司2017财政年盈利低于预期，但考量短期无较大笔的大道发展开销支出，上调2019及2020财政年盈利预测0.8%及净利成长1.9%。

2016及2017财政年，该公司大道开销现金支出仅350万及200万令吉。

有鉴于此，达证券上调该公司目标价，从5令吉58仙调高至6令吉26仙，评级上调至“持有”。

最新进展:

环城控股（LITRAK，6645，主板基建股）2017财年净利按年增27%，至2亿2100万令吉。

如果没有将完全持有的白蒲大道（LDP）和持股50%的西部疏散大道（Sprint Highway），算入较高的大道发展开支折旧，净利表现将更出色。

行家建议:

从2017财年表现来看，我们认为，白蒲大道和西部疏散大道，还没恢复到2015年10月15日起价之前的水平。

白蒲大道的日均车流量继2016财年下跌1.9%后，上财年再下跌2%；西部疏散大道则因车流量走跌和发展开支较高，而蒙受500万令吉的亏损。

上财年较高的折旧，主要是审计师每5年会根据两条大道的车流量所计算，该公司顾问可能考虑到其他新大道和公共交通工具影响，因此将车流量预估调低。

因此，基于上财年车流量较低，未来需较高的发展开支折旧，我们将2018至19财年的净利预估，分别下调15%。

预计白蒲大道在2018财年的车流量，将会小幅回弹1%，之后每年可平均增长1%。

大道过路费调涨展延‧环城大道首季净利微挫5%

（吉隆坡1日讯）受政府展延大道过路费调涨所拖累，环城大道（LITRAK,6645,主板基建计划组）截至2017年6月30日首季净利微挫5.18%至5514万2000令吉。

派息15仙

尽管如此，该公司派发每股免税中期股息15仙，除权与享有日等详情容后公布。

受过路费与其他附属收购走低影响，营业额由前期1亿3602万令吉跌9.73%至1亿2897万4000令吉。

该公司文告说，根据特许经营协议，过路费用原定2016年1月1日调涨，但政府决定延期调涨，至另行通知为止。政府也将为这项延期使出赔偿，以弥补营收损失。

“根据过往经验，集团乐观认为这项特许经营协议，会受各方遵守。”

文告说，倘若政府决定持续展延过路费的调涨，愿意缴交过路费的交通流量短期持稳，即便格拉纳再也轻快铁路线延长和今年6月启用，双溪毛糯─加影捷运7月开走。

“未来，将继续监督上述因素对该大道交通流量影响。”

该公司说，倘若政府最终决定转嫁过路费至使用者，预计该大道将面临交通流量大跌，一如2015年调涨过路费时情景。

环城控股今天向交易所报备，今年68岁的安比林出任主席，取代在8月29日卸任的丹斯里旺阿都拉曼。

安比林在2006年担任总稽查司至今年2月22日，早前也担任多个政府要职，包括国际贸易及工业部长、大马驻日本大使、教育部秘书长、雪兰莪州政府秘书长等。

環城公路總營運長退休 新總財務長下月上任

（吉隆坡31日訊）環城公路（LITRAK，6645，主要板基建）宣布，總營運長林金旺（譯音）將退休，並會在本月31日正式卸下職務；同時，公司委任劉志榮（譯音）為總財務長，任期從明年1月1日起生效。

環城公路向馬證交所報備，今年59歲的林金旺是在2001年5月1日出任集團財務總監，並在2003年9月1日起升任總營運長。

在另一份文告中，環城公路指出，今年46歲的劉志榮，持有澳洲墨爾本皇家理工大學（RMIT）工商（榮譽）學士學位，主修會計學。他也是澳洲會計師公會（CPA Australia）和馬來西亞會計師協會的成員。

劉志榮是在2006年加入環城公路集團擔任企業和金融部門主管。在這之前，他是一名特許會計師，並曾在大馬一家主要會計行工作。

他也曾在不同領域，包括科技、保險和教育界工作，並擁有會計、審核、金融、財務和預算控制相關的豐富經驗。【中国报财经】
