Unless otherwise defined, the terms used herein shall have the same meaning as defined in the announcement dated 10 July 2019 in relation to the MOU between ARBD and HKYT Life Insurance. The Board wishes to furnish additional information pertaining to the MOU, as follows:-
1. Basis and justification in arriving at the project value of not less than USD 20 million for the enterprise resource planning system in the insurance operation platform for HKYT Life Insurance.
The project value of not less than USD 20 million was arrived at based on negotiations between the parties of the MOU, after taking into consideration the following:
(i) development, implementation, integration, maintenance of customised ERP system, inclusive of training support and;
(ii) provision of IT software and hardware for insurance online and offline back office platform which comprises of computer and networking hardware, cloud access software, security software and disaster data centres.

1. Whether ARBIOT has the relevant personnel, expertise and capability to undertake the provision of the IoT, internet and multimedia development etc given that ARBIOT was only newly incorporated in Malaysia on 26 March 2019.
Sam Chen Hoe, aged 38, our Group’s senior technical manager spearheads our IT business. He was graduated with Bachelor of Science in Computing from Staffordshire University, United Kingdom in 2004 and has more than 10 years working experience in IT industry. Our Company is able to leverage on his core competencies, experience and vast knowledge in IT industry.
In addition, on project basis, our Company engages experienced IT consultants to provide valuable insights, advice and necessary implementation of technical support, for IT related projects, including IoT related projects.
As part of our Company plans to expand our IT business including provision of IoT, internet and multimedia development, our Company partners with strategic IT alliances and is expanding our IT team by recruiting skilled and experienced personnel with expertise in project management in information technology industry not solely limiting to IoT to project manage IoT related works.
2. Full details of the property development project that CCTG is collaborating with ARBIOT to implement the IoT related business.
The development project named “The City Gate (Phnom Penh Harbour)” is divided into four (4) phases: Phase 1, Phase 2, Phase 3 and Phase 4. All four (4) phases of The City Gate project with a total built up size area of 1.53 million square metres, are expected to be commenced by end of 2019 and to be completed by 2027. The total gross development value of approximately USD 3.95 billion and total gross development cost of approximately USD 1.80 billion.
CCTG had on 6 March 2019, obtained a license for the second type of housing development from Ministry of Economy and Finance, which is valid for four (4) years.
ARBIOT shall provide IoT related business to CCTG in the Phase 1 development project. The details of the Phase 1 development project, are as follows:-
Type of Phase 1 development
| : | Mixed development comprising:
(i) 52 floors office buildings; (ii) 52 floors office building and hotel; (iii) 47 floors luxury condominium; (iv) 47 floors luxury condominium; (v) 4 floors shopping mall; Inclusive underground car park.
| Expected commencement and completion date of Phase 1 development
| : | The expected commencement date is yet to be ascertained at this juncture.
Phase 1 is expected to be completed in over two (2) years from the commencement date of Phase 1. |
3. Basis and justification in arriving at the project value of not less than USD 100 million for the IoT related business in the property development projects of CCTG.
For the property development project to be undertaken by CCTG, ARBIOT shall make the buildings to be developed in Phase 1 of the The City Gate project becomes smart buildings, which involves:
(i) deployment and installation IoT systems and devices for smart building system, including parking system, lift management system, security and CCTV surveillance system, water management system, lighting, heating, ventilation, air conditioning, fire alarms and other systems; and
(ii) to design, execute all pre-commissioning and commissioning activities and testing of IoT systems, including installation of wire and wireless and mechatronic works, required.
