Sabah should not accept watered down version of MA63’

KOTA KINABALU: The formation of a special Cabinet committee on the Malaysia Agreement 1963 is a good move to give Sabah and Sarawak what is long overdue.

Sabah STAR president Datuk Dr Jeffrey Kitingan (pic) expressed hope that the rights stipulated under MA63 will be fulfilled.

“The objective of the committee must not only focus on fulfilling the written promises in the MA63 and its appended Inter-governmental Committee Report, but also provisions of the Federal Constitution and other constitutional documents,” he said.

“They must not be based on a watered down or modified version of them,” he added.

Dr Kitingan was responding to the announcement by Minister in the Prime Minister’s Department Datuk Liew Vui Keong.

He said the committee must also look at the validity of MA63 itself, considering Sabah and Sarawak were still colonies of Britain, the departure of Singapore in 1965 and the continued violations, non-compliance and breaches of the agreed basis and conditions of the merger.

The Keningau MP and Tambunan assemblyman said his party would not accept any outcome that does not address the validity of MA63 and the restoration of Sabah and Sarawak as equal to Malaya.

“We can’t take any more empty promises,” he said.

Dr Kitingan added he had always spoken about issues such as oil and gas rights, the Petroleum Development Act 1974, institutional reforms and equal partnership status for Sabah and Sarawak.

Other urgent issues that needed attention were Sabah’s security and the presence of illegal immigrants.

“Of the 55 years we have been with Malaysia, Tun Dr Mahathir Mohamad was the prime minister for 22 years, and in that period, Sabah was treated like a stepchild.

“Will Dr Mahathir’s rule this time be a repetition of that, or a brave correction of the past with real reforms?”

Include activists, civil society in MA63 committees, says Sabah group

KOTA KINABALU: An indigenous people’s group in Sabah has called on de facto law minister Liew Vui Keong to include its representatives as well as civil society organisations in the committees to review and implement the Malaysia Agreement 1963 (MA63).

Himpunan Asasi Rakyat Untuk Sabah (Harus) chairman Andrew Atama Ambrose said it is important for the indigenous people of both Sabah and Sarawak to participate in the committees as MA63 has a direct impact on their culture and rights.

“We are concerned because not all those selected to sit in the proposed committees know about the plight faced by indigenous people.

“Besides, Harus is of the opinion that it is better to set up three additional committees, one each for Sabah, Sarawak and Malaya, to discuss MA63 locally.”

He told FMT that these committees should involve all stakeholders, including civil society organisations and activists who have been fighting for MA63.

He said these people would be able to present their opinions and make proposals on how the steering, working and technical committees could move forward in implementing the agreement.

For Sabah, he said, the more crucial issues which needed to be prioritised were the breaches which MA63 activist Zainnal Ajamain said had reached 50.

“This is a serious allegation because a breach, even one, could jeopardise the whole agreement, what more 50. We need to correct these before we can move on.”

Atama, who is coordinator of the Indigenous People’s Movement for Self-Determination and Liberation Asia, added that MA63 was intended to safeguard the rights of the people, especially in Sabah and Sarawak.

But for more than 50 years, he said, their rights had been trampled on and their interests neglected, resulting in them lagging badly behind peninsular states in terms of modernisation.

He told FMT this is why it is better to have separate committees for Sabah and Sarawak, apart from a working committee, as lumping the issues of both states under a single committee would be too overwhelming.

On Oct 10, Liew announced the federal Cabinet’s decision to set up three special committees to look into MA63.

The steering committee will consist of top leaders representing Sabah, Sarawak and Malaya; the technical committee will include all MPs from Sabah and Sarawak; and the working committee will sort out the terms of reference for the consideration of the other two committees.

Liew said the working committee would comprise of various representatives from Sabah and Sarawak, including government heads of departments for staffing and administrative work.

Sarawak CM claims rejected bid for state to surrender immigration autonomy

KUCHING, Nov 3 — Chief Minister Datuk Abang Johari Openg claimed today he rejected a deputy federal minister’s call for the state government to give away its immigration autonomy to allow entry of non-Sarawakian Malaysians to the state without hindrance.

He claimed the call was made when the deputy minister paid him a visit a few weeks ago.

“There were indications to show that the deputy minister was conveying a message from someone who wanted us to give up our right over immigration, but, of course, he would not say if he was carrying a message from someone,” he told reporters after chairing Parti Pesaka Bumiputra Bersatu’s (PBB) supreme council meeting at the party headquarters here.

“He told me that it was high time for us to give away our immigration control, but I replied that this was a matter which we must protect,” Abang Johari, who is also PBB president, said, adding that immigration is a state’s right enshrined in the Malaysia Agreement 1963 (MA63) and Federal Constitution.

Abang Johari said the call from the deputy minister was discussed at length at the supreme council meeting.

“Our party is of the view that we must protect our right over immigration because we do not want any extremists to come over and disrupt the peace and racial harmony in the state,” he said, explaining that the state government has a long list of outsiders barred from entry the state.

He said immigration autonomy is to give protection to the people of Sarawak, including professionals.

On the federal Budget 2019 tabled by Finance Minister Lim Guan Eng in Parliament yesterday, he thanked the PH federal government for allocating RM4.35 billion to Sarawak.

“The allocation, I presume, is for the Pan Borneo Highway project, and there is no mention in the budget that it is for water and electricity supplies and rural roads,” he said.

He said he is expecting the PH government to provide specific allocation for rebuilding schools and fixing dilapidated schools in Sarawak, but there was nothing mentioned in the Budget.

First, it was LKSiang, DAP, who. for donkey years, was pursuing for himself ( for political reasons ) on the pretext for all ( West ) Malaysians to enter Sarawak, freely. Now, follows a deputy minister. and, eventually. all West Federal Miinisters, would, probably, pursue this issue ( for political mileage? ).

Now, first of all, our forefathers ( of the sane generation of, example, Tunku Abdul Rahman, the late Mr. LKYew, rx-PM of Singapore, Chairman Mao of China, the late King Bhumibol Adulyadej, of Thailand, so on) were ( indeed ) blessed with visions, when drawing out this immigration protective policy into MA63 rights.

Were they wrong ( even, slightly )? In West Malaysia, every now, so often, there are news of goldsmiths robbers, perverts, pedophiles, drug rings/criminals of all sorts, religious bigots, extremists, the highest export of IS fighters to Syria, so on you nane it.
Also, worse, still,, the mother of all problems, ( there could be ) an exodus from Sabah, of Philippines PTIs carrying with them their sicial, hatred, revengeful, and crimes of all sorts, no?

How come to be, naive again and again? How possible for Sarawak leaders to give out this last remaining right, yet, the most important ( citizens' ) safeguard to whoever ( who cares who they are ) wishes for Sarawak, to stupidly, relinquish it.
What the sh*#*# these damned blood suckling West Pol....., who, akready, had taken, almost, all "sacred rights" of the Sarawak Bunis, under MA63.
In return for last 55 years, was given the smallest government operating budget to under develop in all areas (urban as well as rural ) the largest territory in the nation. Still, want more, as if, God, Almighty, approves unfair agreement practices. It could be, and, ,"has been" a great sin's curse ( our national debts impoverishes, no? ).
