Immigration Dept conducting census on IMM13 holders in Sabah, says Mustafar
New Straits Times15 October 2018
KOTA KINABALU: The Immigration Department today clarified that the presence of IMM13 document holders at its Sabah office recently was part of the department's census on Filipino refugees and their children in Sabah.
Its director-general Datuk Seri Mustafar Ali said the department was trying to gather data on the real number of refugees' children in the state to ensure their rights to education and health were upheld in accordance to international law.
“This approach is also to ascertain and check on the status of the IMM13 document holders themselves.
“It (census) is still ongoing and will be further discussed with the Sabah government, Home Ministry and National Security Council,” he said in a press conference here.
Mustafar added that he had contacted Chief Minister Datuk Seri Mohd Shafie Apdal to explain the situation and discussed the welfare of refugees’ children.
“I have also explained to Deputy Home Minister Datuk Mohd Azis Jamman that there was no registration being done, just census.
“I also want to confirm that there is no issuance of IMM13 documents to foreigners,” he added.
Recently, a video had gone viral showing thousands of Filipino refugees in Sabah gathering at the Immigration Department in Wisma Dang Bandang to get their children registered for the IMM13 document.
The spread of the video had also created negative perception among netizens who were quick to assume that the issuance of the documents would enable the IMM13 holders to obtain Malaysian identity card.
IMM13 is a visit pass issued by the Immigration Department to Filipino refugees who escaped to Sabah following unrest in southern Philippines in the early 1970s. |
