零GST 强打私烟提振　英美烟草中长期受惠

（吉隆坡20日讯）虽然英美烟草（BAT，4162，主板消费股）次季业绩不符部份分析员的预期，但分析员大致看好其前景，因为零消费税料將提振其赚幅，同时，预计该公司长期將受惠于新政府將加强打击私烟的行动。

英美烟草股价在今天窄幅波动，一度跌10仙或0.3%，至33.58令吉的全天最低水平；最后以33.70令吉闭市，全天略起2仙或0.06%，共有19万股易手。

英美烟草2018財政年次季（截至6月30日止）净利按年下跌21.07%，至1亿1372万令吉；营业额也按年减少9.24%，至6亿7915万令吉。此外，该公司上半年净利按年下降18.85%，至2亿零961万令吉；营业额也按年跌12.02%，至13亿1680万令吉。

该公司宣布派发每股35仙第2次中期股息。

年初至今，英美烟草在合法烟市场的市佔率为57.8%，其高级品牌登喜（Dunhill）的市佔率也提高至40.3%。于去年杪推出的登喜低价品牌--乐富门（Rothmans）目前的合法烟市佔率为3.3%。

分析员认为，希盟政府面对大量税收流失的问题，有意加强打击私烟，以增加从合法烟取得的税收，这將惠及英美烟草的中长期前景。

马银行投行分析员指出，希盟政府在第14届大选所提出的加强执法宣言，料可为英美烟草在中长期受惠，惟新政府在执法方面的时间表和计划仍有待確定。

丰隆投行分析员也赞同地说，希盟政府计划遏制私烟，加上零消费税率和香烟销量增长，將为英美烟草带来更高的赚幅。

香烟可能涨价

不过，肯纳格研究分析员则表示，虽然英美烟草第3季可能受惠于消费税降低，赚幅获得提振，但也可能因为9月上路的销售及服务税（SST）而调涨价格。若价格调涨，这將进一步扩大私烟的市佔率。

「目前，非法烟不受影响，连续3个季度的市占率保持在63%歷史新高。」

肯纳格研究和大华继显分析员皆提醒道，如果执法工作保持现状，加上英美烟草面对调涨价格的可能性，非法烟的市佔率可能会衝破目前的63%。

大华继显分析员补充，非法烟市场的广泛性，导致政府在执法措施上可能需要较长的时间。

该分析员维持英美烟草的盈利预测，同时也维持该股「守住」评级和30令吉目標价。

由于在销售预估上採取较为保守的预测，肯纳格研究分析员將英美烟草2018和2019財政年的盈利预测，分別下砍7.1%及3%。

此外，兴业投行和达证券分析员也基于英美烟草的最新业绩低于预期，而下修该公司的盈利预测。

兴业投行將2018至2020財政年盈利预测，分別调低7%、5%和3%；达证券则將2018和2019財政年盈利预测，分別下调10.6%及12.3%。

涨香烟价再打私烟　英美烟草短痛长利

（吉隆坡22日讯）政府將调高烟草產品价格，料对英美烟草（BAT，4162，主板消费股）带来短期影响，而且会助长私烟更加猖獗，不过如果政府执法严厉，烟草价格上调將对英美烟草有利。

该公司上週五（19日）公佈2018財政年第3季（截至9月30日止）业绩，净利按年微升0.21%，至1亿4581万令吉；营收按年起0.12%，至7亿3553万令吉。

惟英美烟草股价今日大跌1.02令吉或3.19%，至31令吉。该股也是今日最大下跌股。

该公司首9 个月的净利受到私烟猖獗的影响， 按年下跌14.44%，至3亿5217万令吉，营收按年跌8%，至20亿5232万令吉。

私烟已经连续4个季度达到歷史最高的63%市佔率，影响烟草业者的业绩表现。

肯纳格研究分析员预计公司末季业绩会比较逊色，主要是其客户在末季涨价前先行囤货。

卫生部长此前表示將统一烟草產品价格，不过在正式指南出炉之前，该公司会暂时吸纳税务，维持原有价格。

政府严打私烟

不过，丰隆投行则有信心，新政府在调高烟草產品的关税后，会积极打击私烟。

不过，他认为这会需要一段时间才能真正看到效果。短期而言，他认为烟草业者的销量將会遭到私烟进一步的打击。

MIDF研究分析员相信，政府將在接下来的財政预算案公佈调高烟草產品税率的详情，而这將打击烟草领域的前景。

他说，私烟猖獗的情况下，英美烟草的销量將会缓慢回升，同时整个市场的买气预计疲软，而该公司的廉价香烟（VFM）成长预计疲弱。

大华继显分析员表示，英美烟草的產品价格目前维持在消费税实施前的水平。

业者和卫生部对于將10%销售税转嫁消费者的课题上，有不同的詮释，目前还在商討当中。

政府建议，在销售服务税开徵后，每包香烟涨价1令吉。不过，业者对此大力反击，並认为消费税和销售服务税率只是相差4%，建议中的涨幅有过高之嫌。

另外，分析员认为，新政府主张肃贪，也相信不会姑息私烟猖獗的情况。

目前私烟的市佔率高企，大马私烟品牌有多达200种，並且走私途径眾多，因此执法单位可能需要时间来打击私烟。

MIDF研究继续看好该股，维持「买进」评级以及37.70令吉目標价。丰隆投行则將该股评级下调至「守住」，目標价32.80令吉。大华继显也给予「守住」评级，目標价是30令吉。

肯纳格研究分析员给予英美烟草「跑输大市」评级以及28.25令吉目標价。【东方网财经】
